Ghana public sector workers to receive multi-year pay increases

The Government of Ghana and Organised Labour have reached a two-year agreement regarding public sector remuneration. Under the deal, workers will receive a 9% total increase in 2027, consisting of an 8% base pay rise and a 1% adjustment for conditions of service. In 2028, a 10% across-the-board increase in base pay will be implemented.

The agreement, negotiated through the Public Services Joint Standing Negotiating Committee, aims to provide stability during the transition from the Fair Wages and Salaries Commission to the Independent Public Emoluments Commission. The committee will reconvene to review the 2028 increase if December 2027 inflation exceeds 16%.

In Parliament, the Minority Caucus on Employment, Labour Relations and Pensions has rejected the deal, describing the 9% increase as inadequate. The caucus argued that the adjustment fails to protect purchasing power against rising costs, noting that electricity tariffs have risen approximately 29% since 2025 while water and transport costs have also climbed significantly.
