Andalusia drives hydrogen and energy transition with new projects and policy moves

The European HVACR association Eurovent elected Mikael Börjesson as its new president and increased Spanish representation on its board, with Marta San Román and Rafael Moral Gant taking senior roles.

The EU’s green‑hydrogen plan targets 40 GW of electrolyser capacity by 2030, backed by €1 000 bn of funding and a corporate alliance (E4E) of six major energy firms that expect to create about one million jobs and generate €200 bn in exports. National programmes reinforce the goal: Germany plans 10 GW and a 1 800 km pipeline network by 2032, France earmarks €7 bn for 4.5 GW, and the Netherlands aims for 8 GW by 2032.

In Andalusia, the green‑hydrogen valley led by Moeve will start with a 300 MW pilot in Huelva and San Roque, with a possible 100 MW expansion. The region also advances building‑energy retrofits, promoted by Iberdrola and the CTA alliance, positioning Andalusia as a European leader in decarbonising the built environment and creating thousands of specialised jobs.

The shift toward hydrogen is reshaping local vocational training: a recent report for the Huelva Economic and Social Council notes rising enrolments in green‑hydrogen courses while traditional trades such as masonry, plumbing and agriculture face declining interest.

Overall, Andalusia’s economy has diversified from tourism and construction to technology, renewable energy and advanced industry, recording record foreign investment, export growth and a renewable capacity of over 17 GW, making the region a key driver of Spain’s energy transition.
