EU adopts free hand‑baggage rule and stronger passenger compensation

The European Union and the European Parliament have reached an agreement that will make hand baggage free of charge for airline passengers. Under the new rules, which take effect in 2027, airlines may no longer charge extra fees for a small personal item or backpack and must provide clear information about compensation rights within four days of a flight disruption. Compensation for delays of three hours or more remains unchanged, with payouts of €250‑€600 depending on flight distance.

The agreement also expands rights for passengers with reduced mobility, guaranteeing assistance, compensation or re‑booking if they miss a flight due to a lack of support, and prohibiting extra charges for seating arrangements. The measures aim to increase transparency, simplify claims and improve overall passenger protection across the EU aviation market.
