EU Agency warns of human rights risks at external borders
The EU Agency for Fundamental Rights has warned of significant threats to human rights and refugee security at the European Union’s external borders. In a recent report, the Vienna-based agency highlighted the July migration crisis in the Spanish enclave of Ceuta, where over 70,000 people crossed from Morocco within 48 hours, as a major test of the balance between border security and fundamental rights.
In response to such mass movements, European Commission President Ursula von der Leyen has proposed an emergency response framework. This system would allow for time-limited and strictly regulated flexibility in standard operational procedures during crises. While some member states, including Greece, have advocated for the ability to suspend asylum applications during emergencies, critics warn this could lead to illegal pushbacks.
The agency emphasized that any emergency measures must comply with international and EU law, specifically upholding the right to seek asylum and the principle of non-refoulement. The Commission is expected to present a proposal for the emergency framework before the end of the year.
