EU airline passengers' rights on cancellations and lost luggage

Under EU Regulation 261/2004, passengers whose flights are cancelled on short notice are entitled to compensation ranging from €250 to €600, depending on the flight distance, as well as care services such as meals, refreshments and accommodation. Legal‑tech platforms such as flightright help travellers submit claims and obtain the compensation they are owed.

For baggage problems, the Montreal Convention establishes airline liability. Passengers must report delayed, damaged or lost luggage within 21 days and receive a Property Irregularity Report (PIR). Airlines must reimburse essential items—hygiene products, underwear, swimwear, etc.—but only for costs that are reasonably necessary. Travelers also have a duty to keep expenses to a minimum and to retain all purchase receipts.

Both sets of rules apply across EU member states and, through the Montreal Convention, to many non‑EU countries, ensuring consistent passenger protections for flight disruptions and baggage issues.
