EU Hand‑Baggage Rules and Summer Travel Trends Reshape European Tourism

European tour operators report a surge in last‑minute bookings, with Turkey and Egypt returning to the top of TUI’s summer demand. TUI’s summer update highlighted strong family travel and short‑duration trips, while the rise of “coolcations” sees tourists favouring cooler destinations such as Iceland and Norway.

The European Union has agreed on new passenger‑rights legislation that will ban hidden hand‑baggage fees from 2027. Airlines must include one personal item and one small cabin bag in the advertised fare, and compensation for long delays will be clarified. Ryanair CEO Michael O’Leary warned that the change could push airlines to raise base fares, while consumer groups welcome the move for greater price transparency.

Airports are already feeling pressure from the peak summer season. Marco Troncone, CEO of Aeroporti di Roma, told the Financial Times that “without immediate action we risk chaotic situations” as the EU’s biometric Entry/Exit System struggles with the surge of passengers.

Rising jet‑fuel costs are prompting many Europeans to shorten trips or switch to rail. British travellers are buying Eurostar tickets at a 42 % monthly increase, and airlines such as Lufthansa and Air France‑KLM are cancelling marginal routes.

Overall, the combination of regulatory reforms, fuel‑price pressures and shifting consumer preferences is reshaping travel patterns across the continent.
