EU signs €3.2 bn macro‑financial aid deal for Ukraine
The European Commission announced that its Economy Commissioner Valdis Dombrovskis signed a memorandum of understanding on a €3.2 billion macro‑financial assistance package for Ukraine. The deal is the first tranche of a larger €90 billion credit line agreed for 2026‑2027, and it outlines the conditions Ukraine must meet before each payment. Required reforms include taxing revenues from digital platforms, developing sectoral strategies for public investment, updating the customs code, and meeting EU standards on democracy, rule of law, anti‑corruption and human rights. The agreement specifies that the initial payment is scheduled for mid‑June, pending Ukraine’s implementation of the stipulated measures.
The memorandum provides the legal and technical framework for how the loan will be disbursed and monitored, linking each instalment to the fulfillment of the agreed policy conditions.
