EU Aviation Rules Leave Disabled Passengers Unprotected

EU institutions reached a provisional agreement on 25 June to amend passenger‑rights rules, but the new aviation provisions omit key transparency measures for travellers with disabilities. As a result, airlines will not have to disclose cases of discrimination such as denying boarding, refusing service‑dogs or mobility equipment, mishandling equipment, imposing compulsory escorts, or related complaints. The lack of systematic data hampers authorities’ ability to monitor and enforce rights.

The European Disability Forum highlighted a modest improvement: airlines that require a disabled passenger to travel with an escort for safety must provide a free ticket for that escort. However, passengers already travelling with a personal assistant will still be required to pay an additional fare. The changes therefore leave many disabled air travellers without adequate protection across the EU.
