EU budget talks face push to slash Common Agricultural Policy funding

During the EU’s 2028‑2034 multi‑annual financial framework negotiations, northern member states – dubbed the “north hawks” – are urging substantial cuts to the Common Agricultural Policy (PAC). They argue that the budget must be modernised and that funds should be redirected to other priorities, a stance that has sparked debate within the bloc.

Euro‑MP Carmen Crespo, rapporteur for the PAC in the European Parliament, said she hopes to “shield” the programme from reductions. She warned that the European Commission’s initial proposal to create a megafund combining agriculture, fisheries and other policies could jeopardise PAC and fisheries financing. Crespo emphasised the need for a robust PAC and a well‑funded Common Fisheries Policy, noting that the current proposal would cut fisheries funding by 67 %.

Both the European Council and Parliament must approve the final budget, and the discussions follow a recent EU leaders’ summit in Brussels where the financial outlook was outlined. The Cyprus Presidency’s alternative megafund plan has deepened divisions among member states.
