EU clears path for Andorra association agreement after Coreper approval

The Committee of Permanent Representatives (Coreper) of the European Union voted unanimously to approve the text of the EU‑Andorra Association Agreement, ending a two‑year deadlock. The approval removes the last veto, notably from Bulgaria, and paves the way for an official signing slated for September.

The agreement will then enter a mixed ratification process that requires the approval of all 27 EU member state parliaments and a consultative referendum in Andorra. Andorran Prime Minister Xavier Espot described the decision as a major milestone for the principality, which will see its economic, migration and mobility relations with the EU transformed.

If the European Parliament gives its consent, the Andorran government will schedule the referendum, after which the Andorran General Council must ratify the treaty with a qualified two‑thirds majority for it to take effect.
