European Union climate disasters pose growing threat to public finances
Climate-related disasters are becoming a systemic burden on European public finances. According to data from the European Environment Agency, extreme weather events caused 822 billion euros in losses across the European Union between 1980 and 2024. Notably, one-quarter of these total losses occurred within the last four years alone.
A critical issue is the “insurance gap,” where only about 25 percent of climate-driven economic damages in the EU are covered by private insurance. In some vulnerable nations, this coverage drops below 5 percent, forcing governments to use taxpayer funds for reconstruction and relief. For example, Germany had to allocate 30 billion euros from public funds for flood recovery, while Spain’s recovery costs represent roughly 0.7 percent of its GDP.
Environmental risks are also shifting geographically. Wildfire threats are expanding beyond Southern Europe into countries like Germany, Belgium, and the United Kingdom. The Potsdam Institute for Climate Impact Research warns that if global temperatures rise by 3.6 degrees Celsius by the end of the century, the annual area of forest burned in Europe could increase by nearly 192 percent. Currently, floods account for 47 percent of climate damages, followed by storms at 27 percent and heatwaves at 18 percent.
