EU Commission mandates SAP ten‑year global support deal for on‑premise ERP

On 9 July 2026 the European Commission declared SAP's commitments in its antitrust case on maintenance and support services for on‑premise ERP software legally binding. The decision ends a procedure that the Commission had opened in September 2025, imposes no fine on SAP, but establishes ten‑year worldwide obligations that broaden the options for SAP's existing on‑premise customers.

The commitments require SAP to clarify when customers can split their SAP landscape into separate “Commercial Installations” and to allow different support providers, varied support scopes, or even no support for each part. SAP must also grant new termination rights in defined scenarios, such as when a product is in its final maintenance phase, a project implementation fails, the customer becomes insolvent, staff is reduced by at least 10 % within two years, or the business is sold. The original investigation focused on practices that limited competition: mandatory support for unused licences, re‑entry fees, contract‑extension by licence purchases, and bundling of support across all on‑premise products.
