EU Commission Representative Daniel Calleja Calls for ETS Review and Special Economic Zone for Gibraltar at Algeciras

EU Commission representative Daniel Calleja visited the port of Algeciras, meeting with Chamber of Commerce president Carlos Fenoy and port authority head Gerardo Landaluce. The discussion focused on the impact of the EU Emissions Trading System (ETS) on port competitiveness, noting diversions of traffic and investment challenges.

Fenoy also presented a proposal for a Special Economic Zone covering the Campo de Gibraltar area, aiming to give the region tools comparable to those in Gibraltar, Ceuta and Tangier Med to attract investment, boost advanced logistics and support the energy transition. The chamber urged the Commission to open technical talks on possible frameworks without breaching EU state‑aid rules. Landaluce highlighted related projects under the EU’s Global Gateway strategy, including a Green and Digital Corridor between Panama and Algeciras and a digital interoperability link with Central American trade platforms.
