EU Common Agricultural Policy funding faces risk amid budget debates

The future of the European Union’s Common Agricultural Policy (CAP) is facing significant uncertainty as the political cycle begins in Madrid and Brussels. The upcoming negotiations regarding the 2028-2034 Multiannual Financial Framework are critical for determining the direct aid funds available to farmers and livestock breeders, including those in Spain, for a seven-year period.

Recent discussions in Berlin involving leaders from several member states, led by Germany, have highlighted a growing divide. These nations, often referred to as ‘frugal’ or ‘saving’ countries, have signaled they will not accept an increase in total EU budgetary resources. Instead, they are calling for budget cuts and a redirection of spending toward defense, re-industrialization, and digital economy initiatives, potentially at the expense of the CAP and cohesion policies.

While the European Commission has proposed various budgetary structures, there are concerns that current maneuvers may only involve shifting existing funds between years rather than securing new long-term stability for agricultural sectors.
