The EU described the episode as a hybrid threat and signalled tighter regulatory oversight of social‑media influence on security.
During the weekend of 30‑31 July, roughly 72 000 migrants crossed from Morocco into Ceuta, a city of about 80 000 residents. Most were later returned to Morocco, but the crossing resulted in an estimated 80‑100 deaths, many from drowning. Rumours spread on TikTok and other platforms claimed the border was open and that accommodation was available, prompting thousands to attempt the journey.
EU migration chief Magnus Brunner called the incident a “test” of the bloc’s border security and its resilience to disinformation. The crisis has been politicised by right‑wing parties and has heightened diplomatic tension between Spain and Italy over migration policy. The Commission is also examining possible foreign‑state involvement, including Russian amplification of the false claims.
