EU releases first €3.2 billion tranche of €90 billion Ukraine Support Loan
At the Ukraine Recovery Conference in Gdańsk, European Commission President Ursula von der Leyen announced the disbursement of the first €3.2 billion instalment of the macro‑financial assistance (MFA) component of the €90 billion “Ukraine Support Loan”. The tranche is intended to shore up Ukraine’s state budget, support defence spending and fund reconstruction projects. A further €6 billion earmarked for drone production will be released in the coming days. The loan is split between €45 billion for 2026 (about €16.7 billion for budget support and €28.3 billion for defence) and a matching amount for 2027, with payments linked to Kyiv’s fulfilment of a set of reforms covering public finance, customs, tax policy and other conditions.
Separately, the World Bank signed a separate package worth $3.39 billion with Ukrainian Prime Minister Yulia Sviridenko. The deal provides $2.35 billion in grants for state and economic stabilisation and a $1.04 billion development loan guaranteed by the United Kingdom and Japan. Both the EU and World Bank funds are aimed at sustaining Ukraine’s macro‑economic stability and financing priority budget items as the country continues to resist Russia’s invasion.
