EU driving license exchange mandates staggered deadlines

Millions of drivers across the European Union are required to exchange their old driving licenses for new, standardized EU credit-card format documents. This transition is mandated by Directive 2006/126/EC to enhance road safety, prevent forgery, and facilitate freedom of movement within member states.

In Germany, the exchange process is being implemented through a staggered schedule based on the driver's birth year or the date the license was issued to prevent administrative overload. For licenses issued before December 31, 1998, deadlines are determined by the holder's birth year. For example, those born between 1965 and 1970 had a deadline of January 19, 2024, while those born in 1971 or later must exchange theirs by January 19, 2025.

For licenses issued between January 1, 1999, and January 18, 2013, the deadline is determined by the year of issuance. The final deadline for all remaining exchanges is January 19, 2033. On the new EU licenses, the code ‘4a’ refers to the date the card was issued, which is a critical piece of information for determining the specific exchange deadline.
