EU electricity billing reform to add time‑and‑location pricing and neighbor‑average data

The European Commission is drafting a revision of the EU electricity market rules (Regulation 2019/943) that would make household electricity bills depend on three variables: the hour of use, the geographic location of consumption and the contracted power. The proposal aims to encourage consumers to shift usage to off‑peak periods, reflect the cost of grid congestion, and better fund network investments.

In Spain, the Ministry for the Ecological Transition and the Demographic Challenge has opened a public consultation on a draft resolution that would require all electricity invoices for low‑voltage customers (up to 15 kW) to display the average consumption of neighbouring households in the same postal code. The measure includes a graphic comparison and a QR‑coded link to the national energy‑offer comparator, and also adds new fields for self‑consumption details.

Both initiatives seek to increase price transparency, promote energy‑efficiency behaviour, and modernise the information presented on consumer electricity bills.
