EU health advisers warn of inadequate heatwave prep after 16,000 deaths

A recent extreme heatwave across Europe has resulted in more than 16,000 excess deaths. In response, the EU committee that coordinates preparedness for serious cross‑border health threats issued an opinion on 30 July calling for a cross‑sectoral, whole‑of‑government and whole‑of‑society approach. The opinion notes that many EU public‑health systems remain “insufficiently prepared” for prolonged periods of extreme heat.

Key recommendations include regularly updating Heat‑Health Action Plans, strengthening coordination between health and civil‑protection authorities, improving information sharing via the EU Early Warning and Response System, and adopting evidence‑based measures to protect vulnerable groups such as children, outdoor workers and large‑event attendees. The committee also urges the closure of data gaps and the development of a stronger evidence base through the European Climate and Health Observatory. These measures are aimed at mitigating mortality, reducing pressure on health services, and limiting secondary impacts such as wildfires and air‑quality deterioration.

Legal scholars note that heatwaves may also constitute a cyclical human‑rights risk, arguing that states have a duty under Article 2 of the European Convention on Human Rights to take preventive action and, where necessary, provide legal redress.
