EU implementation of Draghi economic reforms reaches only 16%

An analysis by the Bank of Spain reveals that only 16% of the reform proposals outlined in Mario Draghi’s economic plan have been fully implemented two years after its presentation. The report, based on data from the Draghi Observatory, notes that out of 176 proposals, fewer than 30 have been completed in full.

While 26% of the remaining initiatives are partially implemented, more than half of the proposed measures remain stalled. Approximately 42% of the measures have political commitment from European Union leaders but lack the necessary legal frameworks or operational instruments to be executed. The research suggests this gap between institutional activity and effective progress reflects ongoing coordination difficulties within the EU.

These economic challenges are mirrored in the defense sector, where attempts at European collaboration have also faced setbacks. The joint combat aircraft project between France and Germany was canceled following disputes between Dassault Aviation and Airbus Defence and Space. As a result, Germany may seek to become a secondary client of the Tempest program, led by the United Kingdom, Italy, and Japan, while France continues with its own independent aircraft development.
