EU Implements 21st Sanctions Package Against Russia

The European Union adopted its twenty‑first package of restrictive measures against Russia on 23 July 2026, expanding existing sanctions regimes. The new package adds 48 natural persons and 168 entities to the EU sanctions list, targeting the Russian banking sector, non‑EU firms involved in sanction circumvention, and companies linked to the defense industry, including producers of UAVs.

Analysts note that while the measures aim to limit Russia’s ability to fund its war effort, ordinary Russian citizens bear the brunt of the economic pressure. Sanctions have led to higher prices, reduced imports, limited travel and constrained access to international financial services for many with average incomes, while political elites and wealthy individuals are better positioned to mitigate the impact. The effectiveness of the sanctions in altering Kremlin behavior remains a subject of debate among European policymakers.
