EU launches €30 bn AI gigafactory programme to build up to seven facilities

The European Commission has opened a competitive tender for the construction of up to seven AI gigafactories across the EU. The programme provides up to €10 billion of public funding, aiming to attract at least €20 billion of private investment so that total spending exceeds €30 billion. Each facility must house a minimum of 100,000 cutting‑edge AI chips and is expected to more than double the continent’s existing AI compute capacity beyond the current network of 19 data‑centres.

Applications close on 12 November, with successful bidders to be announced in early 2027 and required to become operational within 18 months of contract signing. Henna Virkkunen, the Commission’s executive vice‑president for tech sovereignty, said access to raw AI compute is a strategic necessity for Europe. Several member states, including Spain (Móra la Nova), Portugal, Germany, France, Italy, Poland and others, have already expressed interest in hosting a gigafactory.
