The European Commission has opened a tender for up to seven artificial‑intelligence (AI) gigafactories across the EU. The programme aims to mobilise around €30 billion – up to €10 billion in public funding from the EU and participating member states and at least €20 billion of private investment. Eighteen EU countries, including Greece, Portugal, Spain, Italy, Germany, France and Sweden, can take part. Proposals must be submitted by 12 November 2026, with the Commission expected to announce the selected projects in early 2027 and the facilities required to be operational by mid‑2028.

Each gigafactory will host at least 100 000 advanced AI chips and will need roughly one gigawatt of electricity, making power supply a key constraint. Public subsidies may cover up to 35 % of a project’s cost, with a maximum of €2 billion for large sites and €1 billion for smaller ones. The initiative is coordinated by the European High‑Performance Computing Joint Undertaking (EuroHPC JU) and is intended to strengthen Europe’s technological sovereignty and reduce dependence on non‑European chip and cloud providers.
