EU Leaders, Including Poland's Donald Tusk, Issue Joint Letter on Ceuta Migration Crisis

Leaders of 22 European Union member states, among them Polish Prime Minister Donald Tusk, signed a joint letter addressed to the heads of EU institutions. The letter states that the leaders are "determined to prevent attempts to undermine the integrity of the Union's external borders" after recent incidents at Ceuta, the Spanish enclave on the North African coast.

The signatories urged the Irish presidency of the Council of the European Union to convene an urgent extraordinary video conference of interior ministers. They highlighted the need for coordinated action, stronger border controls and support for Spain and Morocco in returning illegal entrants. The letter also referenced a recent ruling of the Spanish Supreme Court that migrants arriving by sea cannot be automatically expelled, stressing the importance of preventing illegal crossings from turning into legal residence.

The statement calls for rapid mobilisation of EU instruments and assistance to Spain to restore effective external border control and to counter hybrid threats linked to uncontrolled migration.
