EU Migration and Asylum Pact Takes Effect on June 12, 2026

The European Union’s Migration and Asylum Pact entered into force on 12 June 2026. The pact, presented by the European Commission in 2020, was adopted by the European Parliament on 10 April 2024 and approved by the Council on 14 May 2024. It consists of ten legislative texts – nine directly applicable regulations and one Directive to be transposed into national law.

In France, six decrees published on 7 June 2026 adapted national procedures to the new EU regulation (EU 2024/1348). The changes introduce mandatory pre‑entry screening for third‑country nationals at external borders, compulsory accommodation for those placed in the “border asylum” procedure, and a 48‑hour rule whereby decisions posted online are deemed notified if the applicant does not check the portal within that period. Failure to comply can lead to automatic withdrawal of the asylum claim. These measures dramatically tighten asylum processing at French borders.

The pact also strengthens return procedures and establishes a solidarity mechanism among EU states for managing migration flows.
