EU Migration Data Highlights Demographic Pressures and Policy Shifts in 2025

European migration debates are increasingly framed around demographic challenges. Low fertility rates and an aging population are creating fiscal pressure across the continent, prompting governments to revisit border enforcement, deportation procedures, and the EU Pact on Migration and Asylum.

The European Asylum and Migration Overview 2025 shows that 30.9 million third‑country nationals—6.8 % of the EU and Norway’s population—were residing in the bloc on 1 January 2025. That year, 673 000 first‑time applications for international protection were lodged, with Venezuelan nationals comprising the largest share (13.3 %). Afghan nationals received the most first‑instance protection grants, while Syrian applicants were most often successful on appeal. More than 4.4 million people benefited from temporary protection at the end of 2025, reflecting the ongoing impact of displacement from Ukraine. The report also noted the implementation of the migration management cycle, digitalisation of asylum processes, and new legal pathways for specific third‑country nationals.
