EU moves to overhaul tobacco excise rules

The European Union is preparing its first comprehensive revision of the tobacco excise directive in fifteen years. The proposal would update the tax framework to reflect new products such as heated tobacco, electronic cigarettes and nicotine pouches, introducing for the first time minimum excise rates for these items across the 27 member states.

Officials say the reform also aims to combat the illicit cigarette market, which the European Commission estimates deprives EU countries of up to €13 billion in tax revenue each year. Former Polish MP and tax‑policy observer Zbigniew Ajchler warned that Europe must choose between a realistic agreement adapted to current market conditions or keeping rules designed for a decade‑old tobacco industry. He stressed that gradual implementation and broader transition periods will be essential to accommodate countries with lower tax rates or larger domestic production.

The overhaul is presented as both a fiscal measure and a tool to strengthen the fight against smuggling and illegal production that has surged in recent years.
