Conai leads Italy's transition to EU packaging waste rules
The EU Packaging and Packaging Waste Regulation (PPWR, Reg. (EU) 2025/40) becomes legally binding across all 27 EU member states on 12 August 2026. It aims to cut packaging waste, boost reuse, and improve recycling, while limiting hazardous substances – PFAS in food‑contact packs and heavy metals to a collective ceiling of 100 ppm. Companies must accompany each pack placed on the market with a EU Declaration of Conformity backed by technical documentation.
Italy’s national packaging consortium, Conai, says the country met and exceeded its 2025 recycling targets, processing 10.97 million t of packaging (a 77.3 % recycling rate). Steel, aluminium, paper, wood, plastic and glass streams all recorded high recovery rates, and reusable packaging declarations rose to 1.355 million t. To help firms adapt, Conai has rolled out a Vademecum, webinars, FAQs, a dedicated website section and other tools, warning that early provisions will apply from August 2026 and that further requirements will phase in until 2040. The consortium also stresses the importance of extended producer responsibility schemes (SCRAP) for compliance.
