EU Packaging Rules Prompt Overhaul of Romanian Supermarket Products

The European Union's Packaging and Packaging Waste Regulation (PPWR) will take effect on 12 August 2026, banning the use of certain substances such as PFAS in packaging and introducing new standardized recycling symbols. From that date, every package sold in the EU must display an identifier, the producer's name and contact address, and, by 12 August 2028, a QR code providing digital product information.

The rules also set mandatory recyclability targets – at least 70% of a package's material must be recyclable by 2030 – and require manufacturers to redesign products, verify supplier compliance, conduct laboratory testing and invest in new equipment. Rottaprint’s managing director Cristi Nechita‑Rotta says these changes will increase resource efficiency and competitiveness in the medium to long term, noting that firms in Western Europe are already adapting and that Romanian producers are now preparing for the transition.

For Romanian supermarkets, the regulation means that all goods on shelves will need to meet the new labeling and material standards, potentially raising costs and slowing production lines while encouraging the development of more sustainable packaging solutions.
