EU Parliament adopts new victims' rights directive with pan‑EU helpline

On 21 May 2026 the European Parliament voted 440‑49‑84 to approve a comprehensive revision of the EU victims‑of‑crime directive. The updated rules introduce a Europe‑wide free helpline (number 116 006) and secure online reporting channels, aiming to improve access to justice and support services.

Key measures include extending free legal aid for victims throughout criminal proceedings, speeding up compensation payments, and guaranteeing privacy by prohibiting the disclosure of victims' personal data to perpetrators. The directive also mandates member states to provide reproductive‑health services—emergency contraception, post‑exposure prophylaxis, STI testing and, where national law permits, abortion—to victims of sexual violence.

For vulnerable groups, the law requires individual needs assessments and, for child victims, the co‑location of medical, psychological and administrative services to minimise trauma. Implementation obligations cover adequate funding, trained staff and the integration of civil‑society organisations in the support network.
