EU Parliament Approves New Driving Licence Rules for Class B Trailers and Class A1 Motorcycles

The European Parliament adopted new driving‑licence provisions on 21 October 2025. The reforms will allow holders of a Class B licence, after a specific training or test, to operate vehicles up to 4.25 tonnes gross weight. Member states have three years to transpose the rules into national law and an additional year to prepare practical implementation.

For Class B licence holders, a light unbraked trailer up to 750 kg may be towed at any time. Heavier trailers are permitted only if the combined vehicle‑trailer weight does not exceed 3.5 tonnes and the loaded trailer is not heavier than the vehicle’s registered empty weight. Exceeding these limits without the appropriate licence is a criminal offence, not merely a traffic violation.

The Class A1 motorcycle licence, available from age 16, authorises riders to use two‑wheel vehicles with a maximum engine capacity of 125 cc and a power output of 11 kW (15 PS). Applicants must complete theoretical and practical training, pass written and road tests, and provide standard documentation such as an ID, eyesight test, and first‑aid certificate. The licence also covers certain low‑speed three‑ and four‑wheel vehicles under the AM category.
