EU proposes extending roaming regulations to Western Balkans

The European Commission has proposed opening negotiations to extend the ‘Roam Like At Home’ regime to the Western Balkans. This initiative aims to eliminate additional roaming charges for mobile services, including calls, SMS, and internet data, for travelers moving between the European Union and the six partner countries: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia.

To participate, these nations must align their national legislation with EU roaming rules. For Bosnia and Herzegovina, the Ministry of Communications and Transport has initiated procedures to form a negotiating team and has prepared a draft framework for talks. The process requires the implementation of the EU acquis in the field of electronic communications, including the adoption of new laws and regulatory decisions. If successful, the agreement would allow citizens and businesses from both the EU and the Western Balkans to use mobile services under their domestic tariff conditions while traveling.
