EU proposes faster accession roadmap for Western Balkans candidates

The European Union unveiled a new strategy to accelerate the integration of Western Balkan candidate countries, presented at the EU‑Western Balkans summit in Montenegro. The proposal, driven by France and Germany, would give candidates early incentives such as observer status in EU institutions and limited access to the single market, while simplifying and merging procedural steps in the negotiation process.

EU Council President António Costa endorsed the plan as an “omnibus” to speed up merit‑based accession. The initiative aims to keep momentum and avoid loss of motivation among Albania, Bosnia‑Herzegovina, Montenegro, North Macedonia and Serbia. Some candidates, notably Montenegro, stress the need for full membership rights, and Ukrainian diplomats warned that partial integration should not replace genuine accession.

The EU seeks to link progress to concrete reforms, offering reversible benefits if a country backslides, and to use inter‑governmental conferences for stronger political direction.
