EU reform proposals emerge amid Montenegro accession talks

As negotiations begin in Brussels regarding Montenegro’s accession treaty, new proposals have been introduced to reform the European Union to accommodate potential expansion to 30 or more members.

A position paper suggests three central reforms to enhance EU decision-making and protect the rule of law. Key proposals include preventing new member states from holding veto rights and strengthening Article 7 procedures to ensure stricter adherence to democratic standards.

Additionally, the proposal advocates for a shift from unanimous voting to qualified majority voting for most decisions. This change aims to increase the influence of small and medium-sized member states while reducing the disproportionate weight of larger nations, ensuring a more balanced and capable union.
