EU regulations to reshape anti-money laundering officer roles
The role of the anti-money laundering (AML) officer is undergoing significant regulatory changes due to upcoming German and European Union legislation. While the officer holds technical responsibility for compliance, the ultimate responsibility remains with the management level.
Key regulatory milestones include changes to the German Money Laundering Act via the Location Promotion Act effective February 10, 2026, and new uniform requirements for suspicious activity reports to the Financial Intelligence Unit (FIU) starting March 1, 2026.
Furthermore, the EU Anti-Money Laundering Regulation (AMLR), set to become directly applicable on July 10, 2027, will further differentiate these roles. This new framework will split the function into a management-level compliance manager and an AML officer responsible for operational implementation. This shift aims to address the existing tension between technical competence and decision-making authority regarding resources and business strategy.
