EU releases first €3.2 bn tranche of €90 bn loan to Ukraine
The European Commission announced that the first disbursement of €3.2 billion has been transferred to Ukraine under a €90 billion loan package approved for 2026‑2027. The funding, described by Commission President Ursula von der Leyen as “solidarity in practice,” is intended to close fiscal gaps and support macro‑financial stability in Kyiv.
A second tranche of roughly €6 billion, earmarked for the purchase of drones, is expected to be announced in the coming days. The loan includes a macro‑financial component of €8.35 billion for 2026 and will be paid in three installments, with additional payments of about €3.7 billion in September and €1.45 billion before year‑end, contingent on Ukraine meeting specified reforms.
The disbursement was made public at the Ukraine Reconstruction Conference in Gdańsk, Poland, after lengthy negotiations among EU leaders, including a postponed veto by Hungary and subsequent diplomatic efforts that cleared the way for the loan. The EU remains Ukraine’s largest donor, having provided over €200 billion since 2022, and continues to reinforce sanctions on Russia.
