EU report highlights Portuguese regional development projects

A report from the European Committee of the Regions highlights several successful local initiatives in Portugal while noting future economic challenges.

In northern Portugal, the ENNO – Energias do Norte renewable energy community is recognized as the largest of its kind in the country. Comprising 10 municipalities and 19 founding entities, it distributes approximately 160 gigawatt-hours annually, enough to power Matosinhos. The project aims to reduce emissions and combat energy poverty. Additionally, the MOVES-IT project in Matosinhos is noted for using digital tools to increase citizen participation in urban planning.

In Lisbon, the General Drainage Plan is cited as a model for urban resilience and climate adaptation. The €250 million project, which includes underground drainage tunnels and retention basins, aims to reduce flood risks by up to 80% and is expected to create 450 jobs.

While most regional development indicators in Portugal remain positive, the report warns of upcoming challenges, specifically the substantial reduction in local public funding following the conclusion of the NextGenerationEU program.
