EU states agree to expand ESMA oversight while exempting Deutsche Börse
EU member states have reached a compromise agreement to strengthen financial market supervision by expanding the powers of the European Securities and Markets Authority (ESMA). The deal, brokered by Ireland during its EU presidency, aims to harmonize rules for trading platforms, clearing houses, and crypto-asset service providers to facilitate cross-border operations and compete more effectively with Wall Street.
However, the agreement includes a contentious exemption for Deutsche Börse, the operator of the Frankfurt Stock Exchange. Germany successfully pushed for this carveout to maintain local supervision, citing concerns over job losses and the loss of national influence. This exemption has drawn criticism from smaller EU nations, who argue it provides an unfair advantage to Germany and could jeopardize the broader Market Integration and Supervision Package (MISP).
