EU summit in Brussels yields no major agreement on budget

The EU summit of heads of state and government in Brussels concluded without a definitive agreement on major structural issues. While leaders expressed a commitment to strengthening EU competitiveness within a challenging geo-economic environment, the discussions regarding the Multiannual Financial Framework (MFF) for 2028–2034 resulted only in a non-binding declaration of intent regarding the future timeline, rather than specifics on scope or structure.

To support industry, leaders promised relief measures focusing on energy costs and the reduction of bureaucracy. The European Commission has been tasked with proposing initiatives to streamline planning and authorization processes, avoid ‘gold-plating,’ and reduce regulatory burdens, particularly reporting requirements for small and medium-sized enterprises (SMEs). Key legislative negotiations, including those concerning the Industrial Accelerator Act and various digitalization and environmental packages, are expected to conclude by the end of the year.
