EU to tighten anti-money laundering rules and transaction controls

The European Union is set to tighten anti-money laundering (AML) regulations through the AMLR regulation, effective July 10, 2027. These rules aim to unify customer identification and transaction monitoring across the EU to combat money laundering and terrorism financing.

Under the new rules, certain transactions will trigger stricter identification requirements. For many obliged institutions, such as banks, real estate agents, and casinos, a 10,000 euro threshold applies to occasional transactions. Specific thresholds are set for luxury goods: 10,000 euros for jewelry, gold, and watches; 250,000 euros for luxury cars; and 7.5 million euros for aircraft and boats. Professional football clubs and agents will follow a delayed implementation schedule starting July 10, 2029.

In Sosnowiec, Poland, the local Center for Non-Governmental Organizations has reminded foundations and associations that they become obliged institutions if they process cash payments exceeding 10,000 euros. Such entities must appoint senior management and specific personnel to oversee compliance, implement risk management procedures, and report to the General Inspector.
