China and EU reach preliminary trade agreement on hybrid vehicles and rare earths

Following two days of high-level negotiations in Beijing, the European Union and China have reached a preliminary trade agreement aimed at addressing the EU's significant trade deficit and easing commercial tensions.

A central component of the understanding involves the trade of hybrid and plug-in hybrid vehicles. EU Trade Commissioner Maros Sefcovic indicated that the arrangement could potentially reduce Chinese hybrid vehicle exports to the EU by more than 50 percent, potentially decreasing imports by several million units over the next four years.

In addition to automotive trade, the discussions yielded progress in several other sectors. China has committed to facilitating the export of rare earth elements and permanent magnets to European industries through a new ‘green channel’. The agreement also includes provisions to reduce tariffs on certain European goods entering China, which could result in savings of at least 225 million euros for European importers.

The talks also touched upon investment, intellectual property, export controls, and medical equipment. While the agreement marks a significant step toward rebalancing the trade relationship—which saw the EU's deficit with China reach approximately 1 billion euros per day last year—the final implementation remains subject to approval by EU member state leaders.
