Eurispes study proposes global Space Tax Law

A study by the Eurispes Laboratory, coordinated by Giovambattista Palumbo, highlights the emerging need for a global regulatory framework to manage taxation within the growing space economy. As commercial activities such as satellite services, telecommunications, space tourism, and space mining expand, the traditional fiscal systems based on territory, residence, and national jurisdiction face significant challenges.

The report warns that without adequate international legislation, space could become a tax haven for a limited number of operators. This lack of regulation risks creating deep economic disparities between nations capable of investing in space exploration and those left on the sidelines. To address this, the study proposes the development of a global ‘Space Tax Law’ to establish common criteria for distributing wealth generated beyond Earth and to prevent fiscal competition from moving beyond the atmosphere.
