Euro-Mediterranean Monitor reports expansion of apartheid policies against Palestinians in Israel

The Euro-Mediterranean Human Rights Monitor has reported an expansion of apartheid and discriminatory policies against Palestinians living within Israel since October 7, 2023. The organization claims that Israeli authorities are increasingly using counterterrorism legislation to target Palestinian identity and political expression through surveillance and persecution.

Key findings in the report include legislative amendments that allow authorities to dismiss teachers and withhold funding from schools without criminal convictions. The Monitor also highlighted the use of administrative detention based on secret evidence, which denies detainees fair trial guarantees. Additionally, the report noted a rise in racist restrictions in workplaces, such as prohibitions on speaking Arabic, and violent police raids during Palestinian social gatherings.

Regarding public safety and resources, the report stated that 144 Palestinians were killed in violent crimes during the first half of 2026, citing police inaction. It also noted that 496.9 million shekels were diverted from Palestinian community development budgets to security services. The Monitor called on the international community and the European Union to suspend arms transfers and human rights-related privileges to prevent the entrenchment of these policies.
