Europe accelerates sovereign semiconductor and cloud strategy

Artificial intelligence is turning semiconductor demand into a structural, long‑term market driver. Europe is responding by seeking greater control over the entire value chain, from design to fabrication. France’s "Mistral Compute" project aims to multiply national compute capacity tenfold, while the United Kingdom and Germany announce ambitious expansions of their own AI‑related computing resources. The shift is described as a move from a product‑cycle focus to an infrastructure‑centric approach, with memory technologies such as HBM3/4 and processing‑in‑memory becoming strategic assets.

At the same time, European policymakers and industry leaders warn that reliance on U.S. hyperscalers for cloud services creates operational, legal and financial vulnerabilities. A sovereign cloud is framed as a full‑stack solution—hardware, network, software, AI models and governance—rather than merely locating data centers in Europe. The goal is to preserve strategic autonomy, reduce hidden costs, and turn cloud services into an industrial policy lever.
