Europe advances payments framework amid digital banking shifts
Europe is advancing its payments framework through the implementation of PSD3 and the Payment Services Regulation (PSR). This regulatory evolution aims to create a more integrated European financial market, focusing on legal harmonization and addressing sophisticated fraud as an ecosystem-wide challenge.
European Central Bank (ECB) Supervisory Board Chair Claudia Buch noted that digital innovation—including artificial intelligence, tokenization, and cloud services—is reshaping the competitive landscape for banks. While these technologies can improve efficiency and automate processes, they also introduce new cyber, operational, and financial stability risks.
Data indicates that over 90% of banks supervised by the ECB utilize artificial intelligence, with a significant portion using it for fraud and cybercrime prevention. Additionally, approximately one-third of these banks are engaged in digital-asset activities such as tokenization and crypto-asset custody.
