Europe faces digital sovereignty and AI adoption challenges
Experts are highlighting the complexities of achieving digital sovereignty and maximizing artificial intelligence returns in Europe. Ivo Ivanov, CEO of DE-CIX, warns that simply building data centers within European borders is insufficient for true sovereignty. He argues that Europe remains heavily dependent on non-European technology for processing and transporting data, including processors, AI models, and software supply chains.
Simultaneously, McKinsey & Company reports a gap in AI implementation. While 89% of global organizations use AI, only 37% see a positive impact on operating results. In Portugal, McKinsey associate Rita Calvão notes that while large multinationals lead in AI scale, the country possesses structural advantages—such as green energy and high fiber optic coverage—that could help small and medium-sized enterprises (SMEs) overcome traditional scale barriers if supported by regulatory simplification.
