EU defense ministers met in Brussels to address escalating security threats, primarily focusing on Russia's hybrid warfare and the ongoing conflict in Ukraine. EU Foreign Policy Chief Kaja Kallas warned that intelligence indicates Russia is planning further acts of sabotage and attacks on European democracies to divide societies and undermine support for Ukraine.

A key priority is accelerating European defense readiness to meet 2030 targets. Kallas emphasized the need for increased investment in defense industry capacity and innovation to fill existing capability gaps. To support Ukraine's immediate needs, Kallas urged member states to provide Patriot missile interceptors from their own stocks, with the intention of replenishing those stocks later using funds from the Ukraine Support Loan.

Financial discussions included the distribution of 6.6 billion euros from the European Peace Facility, with 1 billion euros earmarked for joint procurement. Additionally, ministers discussed an emergency protocol, inspired by NATO's Article 4, to facilitate rapid consultation and coordinated responses to hybrid threats that fall below the threshold of conventional armed aggression. The meeting also addressed the need for more naval resources for the ASPIDES maritime operation in the Red Sea.
