Europe faces labor shortages amid reindustrialization goals
Europe faces a significant challenge in its efforts to reindustrialize, strengthen defense capabilities, and achieve strategic autonomy due to a critical shortage of skilled labor. While investment, technology, and capital are available, the lack of specialized workers remains a major obstacle.
According to a 2026 Eurobarometer from the European Commission, 46% of small and medium-sized enterprises (SMEs) struggle to find employees with the necessary skills. Projections suggest the EU workforce could shrink by as many as 18 million people by 2050. Addressing this issue requires valuing technical professions, improving immigrant integration, and accelerating the recognition of professional qualifications.
In Portugal, data from the 2025 Education and Training Monitor highlights a mismatch in education. While STEM enrollment in higher education is above the European average, participation in vocational training at the secondary level remains lower than the EU average, reflecting a long-standing cultural preference for university degrees over technical trades.
