Europe faces rising Russian hybrid threats and calls for defense cooperation

Europe is facing an intensification of clandestine activities attributed to Russia, ranging from sabotage and cyberattacks to influence operations and military provocations. Recent incidents include the discovery of an explosive-laden drone near a cargo plane in Leipzig, Germany, and a foiled assassination plot targeting a German drone manufacturer executive. Additionally, an ammunition factory near Rome was destroyed by an explosion, and a Spanish fighter jet intercepted a drone, believed to be of Russian origin, that entered Romanian airspace.

These actions, often described as ‘gray zone’ warfare, aim to undermine European support for Ukraine through methods such as cutting submarine cables, jamming GPS signals, and recruiting local actors for sabotage.

In response to these hybrid threats and the ongoing war in Ukraine, German Ambassador to Romania Angela Ganninger has called for increased defense cooperation between Germany and Romania. Emphasizing the vulnerability of NATO’s eastern flank, Ganninger highlighted the necessity of improving security capabilities, particularly in air defense, drone technology, and integrated aerial combat systems to counter modern threats like ballistic missiles and automated drone swarms.
