US proposes transferring frozen Russian assets to revive peace talks

US envoys Steve Witkoff and Jared Kushner have proposed a plan to unfreeze a portion of Russian sovereign assets and transfer them to a US-managed financial vehicle to incentivize peace negotiations in Ukraine. The proposal was discussed during meetings in Miami with representatives from Ukraine, France, Germany, the United Kingdom, the European Union, and NATO.

European officials and Ukrainian representatives have reportedly rejected the proposal. European leaders, including Germany's Friedrich Merz, emphasized that frozen Russian assets must remain under European control. There are concerns regarding Washington's intentions and the legal implications of moving funds held primarily in EU jurisdictions, such as at the Belgian depository Euroclear.

The frozen assets, totaling approximately 260 billion euros, were immobilized following the 2022 invasion of Ukraine. While the US seeks to use these funds as diplomatic leverage, European allies have focused on using the interest generated from these assets to provide loans to Ukraine, rather than touching the principal amount.
